- Health: a held-back penalty is written once. When a recovery day held a penalty back,
the
penalty_withheldevent was written again on every sync and every 30-second tick — 1,209 copies of one held-back Barely moved in a single evening — because the rules asked "has this rule fired?" by the rule's own kind, and a held-back penalty is recorded under another. A held-back penalty now decides its rule for the day, exactly as a fired one does: written once, and never turned into a real penalty later the same day. No migration. Copies already in a log are left for you to tidy (they carry no time and no XP).
